I have been asked many times, what’s the difference between WordPress.com and WordPress.org? It is definitely a point of confusion. This is what WordPress says:
WordPress.com is a hosting platform that makes it easy for anyone to publish online. WordPress.com is brought to you by some of the same folks who work on WordPress, the open source blogging software that powers millions of websites.
WordPress is free blogging software. With WordPress, you can install themes and plugins, run advertisements, edit the database and even modify the PHP code that powers your site.
WordPress.org is the website where the free WordPress software can be downloaded. Source

What is the goal for your website? Nice personal blog to keep in touch with your family and friends? or a Small business blog to keep in touch with your customers?
Now that you have that in mind here is the how it breaks down.
- WordPress.org is where you would download the latest version of the WordPress software.
- WordPress.com is where you can host your own free blog.
Back to your goals, if you are looking for personal blog, then definitely go with the free WordPress.com.
On the other hand if you are a small business, then I would highly recommend WordPress.org.
